COVID-19 Pandemic and Successful Preventative Response: The Cases of Bhutan, Cuba, and New ZealandºÎź, Äí¹Ù, ´ºÁú·£µå, Äڷγª °¨¿°Áõ

Abstract
Background: The whole world is suffering from the prevalence of COVID-19 in 2020. Each country is doing its best to prevent the spread of COVID-19, but the results vary depending on the country¡¯s resources and capabilities. Bhutan, Cuba and New Zealand are mentioned as having successfully dealt with the COVID-19 spread.

Purpose: This study seeks to identify the prevention policies and activities implemented in Cuba, Bhutan and New Zealand in order to prevent and effectively manage the COVID-19 pandemic.

Method: Using Google and Google Scholar search engines, we collected and analyzed academic papers, national policy reports, online news, and newspapers, and websites from public institutions such as Cuba, Bhutan, and New Zealand¡¯s Ministry of Health, and SNS (Facebook, Twitter, Instagram, etc). The data collection period was from August 1 to September 5 (36 days)

Result: Bhutan, Cuba and New Zealand all carried out intensive prevention policies in the early stages of COVID-19. All three countries implemented prevention measures before the number of COVID-19 confirmed cases exceeded 100. The three countries closed their borders early in March to restrict foreigners¡¯ entry and exit, the COVID-19 testing was conducted for local people, and the quarantine was conducted on the 14th.
In addition, a total ban on gatherings and meetings, temporary closure of schools and educational institutions, suspension of private and public transportation operations, and restrictions on movement were enforced. Each country formed a COVID-19 response team to visit the community in person fro early detection of COVID-19 cases and to provide free COVID-19 tests and treatment services.

Conclusion: The three countries¡¯ intensive disinfection activities were made possible by the government¡¯s top priority on citizens¡¯ health and social stability. Also, in the long run, it had a positive impact on reducing economic losses.
